How to Apply for National Permit?

A National Permit allows a commercial vehicle to travel across India (except Jammu & Kashmir, Assam, and other restricted states). Here is a step-by-step guide to apply for it:

Step 1: Visit the Parivahan Sewa Portal

Go to the official website: https://parivahan.gov.in. This is the main portal for vehicle-related services in India.

Step 2: Select “Online Services”

On the homepage, click on the “Online Services” tab. From the dropdown, choose “National Permit”.

Step 3: Enter Vehicle Details

Fill in your vehicle registration number. Select your state and RTO. Click on the “Proceed” button.

Step 4: Upload Documents

Scan and upload the required documents:

  • RC (Registration Certificate)
  • Fitness Certificate
  • Insurance
  • Pollution Under Control (PUC)
  • Tax Payment Receipts

Step 5: Select Permit Type and States

Choose “National Permit” and select the states where the vehicle will operate. Pay attention to the list of available states.

Step 6: Pay the Fees

Make the payment online. The fee depends on the number of states selected. A consolidated fee is charged under the “One Nation One Permit” scheme.

Step 7: Submit and Track Application

Submit the application. You will receive an application number. Use it to track the status online.

Step 8: Receive the Permit

After approval, you can download the permit from the portal. A hard copy may also be issued by the RTO.

This process is simple and saves time. You do not need to visit the RTO unless called for verification.

Who Needs a National Permit?

You need a National Permit if your commercial vehicle operates across multiple Indian states. Here is a list of who needs it:

  • Truck or lorry owners transporting goods between states
  • Bus operators running inter-state passenger services
  • Logistics and cargo companies handling deliveries across state borders
  • Courier and transport businesses using heavy vehicles
  • Vehicles with a gross weight of more than 12 tonnes
  • Goods carriers registered for inter-state movement
  • Commercial vehicle owners who frequently travel on national highways
  • Fleet owners managing transport across various regions in India

You do not need a National Permit if your vehicle runs only within one state. But if your vehicle crosses into other states, this permit is mandatory.

What Are the Rules for a National Permit?

Here are the main rules you must follow when using a National Permit:

  • Permit Validity:
    The National Permit is valid for 5 years. You must renew it before expiry.
  • Vehicle Age Limit:
    Only vehicles less than 12 years old are eligible. For multi-axle vehicles, the limit is 15 years.
  • Vehicle Type:
    Only goods and passenger commercial vehicles can get this permit. Private vehicles are not allowed.
  • Fitness Certificate:
    Your vehicle must have a valid fitness certificate from the RTO.
  • Insurance:
    Your vehicle must have active insurance coverage.
  • Pollution Certificate:
    A valid Pollution Under Control (PUC) certificate is required.
  • Tax Payment:
    You must pay all road taxes in the home state and selected permit states.
  • Permit Fee:
    Pay the required permit fee online as per the number of selected states.
  • Permit Display:
    You must display the National Permit sticker on the vehicle as per rules.
  • Route and State Compliance:
    Follow the laws and traffic rules of each state your vehicle enters.
  • No Overloading:
    Do not carry goods beyond the permitted weight limit.
  • Document Check:
    Keep all documents (RC, permit, insurance, PUC, fitness) in the vehicle for checking.
